Paul Mengert was raised in Greensboro, North Carolina, where he later attended school at the University of North Carolina at Greensboro and studied in the Schools of Political Science and Communications. He also attend Harvard Business School (OPM), graduating in 2005. In 1990 he earned his designation as a Professional Community Association Manager (PCAM). In 1984, Paul Mengert founded the company he now serves as Chief Executive Officer to. Paul Mengert is now CEO of Association Management Group, a company that specializes in property and townhome management.

Paul Mengert today teaches a set of classes that have been approved for continuing education by a number of different reputable organizations, including the North Carolina Real Estate Commission, South Carolina Department of Real Estate, the California Department of Real Estate, the Florida Bureau of Condominiums, the Nevada Department of Real Estate and the Georgia Department of Real Estate. In Bill Clinton's second administration, Paul Mengert was tapped through the State Department as a USAID housing sector advisor for Kyrgyzstan and Kazakhstan. In this role he was able to develop strategies for the privatization of government housing complexes, as well as the creation of thousands of local homeowner's associations. These homeowner's associations allowed for more local control of housing decisions. During his career, Paul Mengert has been able to author or write a number of articles or books discussing associations. These have been translated into a number of different languages and used in training courses.
